In the sciences (at least), the professors have research grants and in the grants are moneys to take on students to do parts of the research (under the supervision of the prof). If you get accepted for a masters or doctorate in many programs, particularly the bigger, better known programs, it is often because a given professor (or maybe several professors) has identified you, personally, as someone they think would be a good person for a particular project, in which case you will get an assistanceship (pay) and usually tuition will be paid.
The schools will also take (accept) students without giving them a research assistant post, or maybe a teaching assistant post (another way to get paid and get free tuition), in which case they will expect you to come up with the coin on your own.
But a school like Hopkins almost always has a few (usually several)assistanceships that they will offer to some of the incoming students. Whether you get one or not will depend on how they feel about you, personally, and how much they think you can contribute to their needs.
it is really a lot like applying for a job in many ways.
And the universities are competing for the best and the brightest, so they tend to offer the best deals they can to get those people. If they do not, someone else likely will.

Because i did not watch doctor who when john pertwit etc. was on it i don't know much about the master?

As people have said, the Master is another timelord, and an absolute genius. He was at college with the Doctor (along with other timelords that have appeared, including the Rani and Dax). He has his own tardis, and in recent years, has taken to using a particularly nasty handheld weapon called a tissue compression eliminator (basically it turned victims into doll-sized corpses). He first came into the show as the ';Professor Moriarty'; to the Sherlock Holmes of John Pertwee's doctor, and allied himself to all kinds of would-be alien invaders. Originally played by an actor called Roger Delgado, he was written out when Delgado tragically died. He came back played by a different actor in the Tom Baker years, planning to overthrow timelord society, but was again defeated. Finally, he came back properly with new actor Anthony Ainley at the end of Tom Baker's time, and was responsible for the death of the fourth Doctor. He continued to return throughout the times of the next three Doctors, and was the main villain in the final story of the original televised series, ';Survival'; (Soon to be released on BBC DVD). They brought him back AGAIN for the only televised story of the Eighth Doctor, this time played by American Eric Roberts.
The ninth Doctor of course was supposed to be the ';the last of the timelords';, the rest having perished in the Time War. I have known master chief's name is John from the book inside the case of one of the halo games but never his last name. On Halo Wars in the time line it says there is a 6 year old boy names john perfect for the SPARTAN-2 project. I think it IS John Forge. Is has to be. I love reading Stephen King books, but I swear, none of his movies ever do it for me. I don't think I've ever seen a Stephen King movie that really was frightening for me at all... John Carpenter's ';In The Mouth Of Madness'; was great. Not scary, but my kind of movie.

I thought John Simm's portrayal of the Master was brilliant, but the Master won't be back in the next series. In the commentary pod cast for ';Last of the Time Lords'; Russel. T Davies said that the Master wouldn't be back while he is still the executive producer, but that the scene with the ring was put in deliberately to give a future executive producer enough leeway to bring the Master back if he or she wants.
So whether, or when, we see the Master again, seems to depend on when RTD decides to leave Doctor Who and on who replaces him.

He is running for president of the United States and that takes a lot of work and attention to issues and policies. I don't agree with his politics but know that he has worked hard in the Senate and will as president. Obama will get bored if he doesn't get to give a speech every 3 days and a state dinner at least twice a week. Reading a bill submitted to congress is going to be tedious for him.
